AIQS / AIPM WA Event: The Rise, the Fall and the Crystal Ball
This panel discussion among industry experts will focus on the identification of major factors driving change in the market; including the impact COVID had on construction prices, disruptions to the availability of labour and material supply chain, and ability of the stakeholders to foresee price fluctuations (its impact on Clients as well as Builders), and the 'reasonability' and 'fairness' of Rise and Fall Clauses in Residential and Commercial Contracts in the Australian Construction Industry and cost projections for 2025 and the near future.
This Panel Session will address the following in relation to inflationary pressures experienced over the past few years since the arrival of COVID:
- Material and Labour Shortages
- Challenges in Supply Chain management
- Contracts and risk management: Impact of Rise and Fall Clauses on the various project stakeholders
- The future of the Construction Industry: Where is the WA market (price/market trends of key labour and material items) heading in 2025 and over the next 5 years?
The session will conclude with a Q & A during which attendees will be able to question the panel.

About the speakers:
Dr Jeremy Wu MAIQS, MAIPM, MAIB (Moderator)
Jeremy’s career spans the built environment / construction industry (18 years) and academia (11 years). He believes in the importance for tertiary institutions to ensure that our next generation of construction professionals are industry-ready and the need to transfer real-world industry knowledge into academia / course curriculum.
Prior to returning to academia in 2019, Jeremy held General Manager, Executive Director and Corporate Development Director designations in mainboard listed property development and construction corporations.
Mark Bendotti FAIQS, CQS
Mark is the Managing Director of Rider Levett Bucknall Quantity Surveyors in WA. Mark Has over 35 years of experience operating in the Western Australian construction market including the 16 years with RLB and 10 years with Contractors, as Estimating Manger for Tier 1 & Tier 2 contractors.
Mark's experience and exposure in the WA construction market and his focus on cost and cost forecasting allows him to have a comprehensive view of risk allocation and the factors affecting construction escalation.
Jay Plester MAIQS
Jay has been the Managing Director of Wilde and Woollard (WA) for over 35 years. Jay's areas of expertise include Cost Planning, Bills of Quantities Production, Post Contract Cost Control, Financial Modelling, and Evaluation of buildings for Taxation and Insurance purposes.
Jay has worked on the development of computerised cost modelling of multi-storey buildings for preliminary budget and feasibility analysis and is currently refining and extending this application to other areas of construction.
Simon Monaghan MAIPM, FRICS, MCinstCES
Simon is an ANZ Board Director for Turner & Townsend based in Perth, WA leading our Cost and Project Management teams across the Real Estate and Infrastructure sectors.
Simon has over 20 years of multi-sector experience across the UK and Australia. He has worked closely with public and private sector clients in the built form and mobility transportation sectors to advise on robust cost planning, strategic procurement and contracting, delivery strategy, whole of life, carbon reduction and digital implementation across major projects and programs.
